Comments:
(1) Most of the goals of this proposal sound outstanding, but how will they be accomplished? The proposal repeatedly states policy will be set “…Through the issuance of implementing issuances…” Shouldn’t this be the issuance that implements the system? (2) The civil service work force should be regulated by law and not subject to the whim of one person. Language such as this, used throughout the document, is disturbing: “… At his or her sole and exclusive discretion, the Secretary…”; “….in his or her sole, exclusive, and unreviewable discretion…”. (3) Subpart A—Paragraph 9901.101--States one purpose of this new system is so the “….workforce can be easily sized, shaped, and deployed….” – “easily sized” sounds like the purpose is to further erode the job security that was once one of the best motivators to join the civil service. Being “Deployed” has always been part of military service not civil service. What kind of deployments should we expect?
