"managers above your supervisor, who may not even know who you are, can change ratings"...I have news for you, they do that now, and have done so in the 25 years that I've worked for the Government, so really, no change. "The new rules state that if RIFs occur, the decision of whether to keep an employee will depend first on his/her performance appraisals which, remember, will now consider conduct and behavior. Those employees with the best ratings will be kept." Well gee how horrible that people that have been here doing nothing for years, and years and years will get kicked out and the better employees will get to stay. I'm not afraid of this. "It will also mean that abusive managers could harass employees with bad schedules or short notice." This also already happens, it happened to me and when I complained I was told to just deal with it. “DoD has determined that conduct and behavior affecting performance outcomes (actions, attitudes, manner of completion, and/or conduct or professional demeanor) should be a tracked and measured aspect of an employee’s performance.” Whether overtly or not, this already happens. I know, I went through 4 years of h-ll with an abusive manager and the higher ups did not care because it didn't effect them. Let me finish by saying, right now, there is no chance of promotion unless I actually apply for another job. And then ability doesn't matter. Getting out of the field is out of the question (even though I have the ability and knowledge to change into a better field)
