Subparts C and Subpart D: One of the issues with the 50-year old current system is management excecution of the recommended best practices regarding performance management, such as vague or broad elements, standards and communicated expectations. How will this be addressed by the new system? And, will the regulations address (by July 2005) the accountability and responsibility between the Pay Band Manager and the Implementing Supervisor?
