Under the NSPS, what are the rules to prevent supervisors from giving you additional duties especially if the additional duty is a full time job... and there's no pay increase. Example: additional duty is a full time job at another base as a GS 09...but they want to give you that job as an additional duty and you're already GS 09. What's prevent supervisors from doing this besides filing a compliant? Will desk audits still exist under this proposed system? I feel that there will many compliants under this system because of employees will not be evaluated fairly because of favoritism and lack of judgment. Experienced/skilled personnel could be leaving for employment elsewhere. The pay bands should not affect someone early in their career...should be implemented as a minimum after their sixth year of civil service. Is the IMPLEMENTATION of this NEW PROGRAM ready for the flood of COMPLIANTS.
