This concerns the performance based pay system: What is to preclude a supervisor from recommending a pay increase when the supervisor has knowledge that the budget system will not allow for such increases. For example we are currently under a spending freeze because IMA is anticipating a shortfall and no hires, promotions, step increases or cash awards will be honored...
