In regards to applicability of the National Security Personnel System: I feel that the National Security Personnel System should not be applied to employees who have achieved career status with the Federal Government. Employees accept jobs with the expectation that the pay and performance evaluation system that is in effect at the time of being hired will remain in effect. The pay and performance evaluation system offered by the Federal Government is part of the pay and benefit package offered to employees. Changing the rules for career employees represents a change in the expected pay and benefit package for employees. Relevant comparison: Retirement plans for Federal employees have changed over the years. However, employees who began their employment in the CSRS system were not forced to change retirement systems. Similarly, I feel that career status Federal employees should not be required to change to the new performance and pay system.
