Several areas in subparts of this proposal are vastly undefined, to be explained at a later date through implementing issuances. The Federal Register uses the phrase implementing issuances a total of 103 times; 66 instances are found in the draft regulation. However, subparts G, Adverse Actions and I, Labor-Management Relations have very few areas that will be defined at a later date through implementing issuances. I'm sure DoD knows what they want to issue in these undefined areas, so why aren't these published now, so that employees can comment on the procedures?
