For as lengthy as the proposal is it really says nothing. It doesn't tell you requirements to go from pay band to another. It doesnt define pay range for the pay bands. Currenlty favortism is running rampant, this new system will only enhance that problem and reduce production and lower morale. The current system is working. Over the last several years we have been doing more with less. Now our thanks is to give us the shaft once more. If the system is to change it has to be defnined so we can all make comments of substance regarding the system. Also, the unions should play an active role in developing the system and helping management gain support of workforce.
