Comments:
9901.371-373 and 9901.331 need to address how OCONUS COLA will be treated in the conversion to pay bands. Those sections deal with locality pay, but not with COLA, which is different than locality pay. Specifically, will the COLA % be added to the pay band amount after its determined like its added to the GS amount now, or will the COLA % be included in the pay band amount as part of what the proposed regulations are calling locality adjustments?
