I think this is a great idea. Being a federal employee, I am all too aware of the inherent flaws of the GS pay system. It rewards people for simply showing up for work; pay is in large part based on longevity. There are very weak mechanisms for rewarding high performers. Additionally, the current system makes it extremely, to the point of stupidity, difficult to fire under-performers. Hopefully the NSPS can deliver on its promises. Sure, there are potential pitfalls like favortism, but I hope the new system anticipates that and has mechanisms to reduce their occurance. I think the public and the employees will benefit overall with NSPS.
