My comment is related to all sections contained in the proposed regulation. After a thorough review, I believe that it would be prudent for the Dept. of Defense to present the rest of the information. Throughout the proposal, the mention of "future issuances" abound. It appears as though DoD is attempting to circumvent the intent of the enabling legislation (Section XI of the 2004 National Defense Authorization Act) by withholding the particulars of the various subparts in this process, thereby avoiding public criticism and Congressional review. I cannot believe that at the time this document was submitted that DoD did not have specific language ready for subsequent promulgation in the form of policies which could have been revealed at this issuance. Intentionally withholding this information is a violation of the public trust.
