I'd like to add to previous comments I have made. The proposals, as I understand them, leave the door to discrimination wide open. It is easy for those who are not to be affected by decisions made to make such decisions. While I understand a need to make changes to improve financial conditions so that those who do not do their work have discipline, and lack of pay increases to look forward to, the proposals still appear to leave the door open to unfair situations based on personal opinion that is NOT as much of a problem now as these proposals appear to mnake possible. People who make 3 to 5 times what I do can make decisions that could adversely affect me, and others like me. To be fair, I'd like to see those who have made these proposals live under them as the people who will be affected by these proposals will have to endure them. Proposals on paper always look great. Live it, endure it, abide by it before putting it into use by those who have no real say about it. I've been in civilian industry and I have seen first hand decisions made that we the workers had to endure that those decisions just did not work. The people who made them had no idea as to just how those decision would actually affect production. I say these proposals are made by those who will not have to endure them, and have no real idea just how they will affect the work force.
