Section 9901.607 Retention Standing Comment: The current wording seems to reward those that have been at the job the longest and not the most capable of doing the job. Under the current performace grading, it does not matter if you are just passing or doing more than ones fair share to get the exact same rating. If you truely wish to have the most capable, highest skilled people to implement the wishes of the adminstration, then a serious look into who you wish to keep on the job is in order. Private industry has been able to reduce and remove people that are not as productive for years, it is time the goverenment take a best practice look and implement a new program. Is there a simple solution? No, if there was, it would be done by now.
