When I heard Secretary Rumsfeld brief the NSPS, he talked about converting military positions to civilian positions in order to free up the military to perform its war fighting duties. An interesting concept. I see in the Frequently Asked Questions section Question Number 32 a reference to reducing the reliance on the military to perform jobs that could be performed by civilians in order to free up the military to perform its war fighting duties. As this is one of the stated goals of NSPS in what phase of the process can we expect to see the military positions converted to civilian positions? What is the criteria that will be used to determine what military positions could and should be converted to civilian positions? Currently we have seven (7) military positions that would be far better served if they were converted to civilian manpower. As we have no civilian leadership in our chain of command the conversion of military positions to civilian positions is long overdue.
