I believe that this is another way for the good-o-boy system will flourish In the government. You are making rules that will make it easy for those In management to run good workers out. You will soon find yourselves in a position that you will need someone to do the actual work. The reason I am being so candid is in my 27 years it has always been toughs that kiss up not toughs that are out getting the work done that get all the awards. When you implement this program you will find If you are not paying the right people. You will lose your work force!!!!! Thanks for letting me as a worker have some input.
