How is NSPS going to determine the new pay rate for an employee that is due a step increase under the old GS system? I understand that you are not supposed to lose pay during the conversion to NSPS, but if a near term guaranteed within-grade increase is lost because of conversion, you are basically losing pay. There should be some guidance on how GS step increases that are due to employees are going to be handled. Employees who have been waiting 2 or 3 years for a step increase should not be converted without taking this raise into consideration.
