Dear Sir, As a 5 year civil service employee and retired military member, I feel in our case at Altus AFB, OK. that management will use the the pay band more as a disciplinary tool and not as a performance incentive. I also, feel that this system will also allow discrimination by use of the good old boy system by allowing it to flourish. This type of behavior has been exhibited in past.
