Without the Pay Band details it is hard to see if it can work. I know it says band overlap, but what does that mean specifically. In the best practices for the lab demo's it described the overlap was significant so I could take care of my more civilians effectively. Also, in the pest practices there was additional pay for supervisors. In the technical career fields (scientists/engineers) they can be the same grade and not supervise. This does not provide incentive for senior personnel (like topped out GS-15s) to take on the extra work or reward those who do. I was wondering if this pay for supervisory positions carried over to NSPS from the best practices published in the federal register.
