The change in pay grade general schedule to a pay band puts a government employee at a disadvantage, dependent upon the generosity of his/her supervisor for pay increases. It does not protect an employee against the practice of favoritism or the opposite (vendettas). There does not seem to be any provisions in place for a panel to make salary adjustment decisions or the right of appeal by the employee. I think this puts entirely too much responsibility into the hands of a front line supervisor who is already burdened by duties of personnel issues and operations for a low salary compensation. I think this entire idea of revising the DOD personnel system is an indication of one more ploy by a radical, ultra conservative administration to squeeze money and benefits out of the middle class and put in jeopardy the upcoming, aging work population and "baby boomers" just when the majority of people are within 4-5 years of retirement age. What will this system do to the pensions of the advancing retiring government employees? What will we have to fall back on after our social security is being dismantled by this administration and now our pensions? If the object is to truly have a system where work accomplishments are rewarded and pay is in ratio to performance, then I would agree with the concept. But more provisions and safeguards need to be put into place to guarantee pension amounts and annual increases, with decisions being made by a panel or committee, not a single individual.
