The Naval War College currently does not abide by the OPM regulations for the pay system we currently have; PARS are not updated and in most cases not received. Position descriptions are not updated, some are over 25 years old, and they mismanage current regulatory hiring practices. We have officers that retire on Friday and are hired on Monday to comfortable high-level GS jobs (or contractors). We have managers that have never been to supervisory training, let alone civilian pay and OPM regulations. How is this new program going to correct this problem? You are promoting training, however the plan is to go into effect as close as the end of this year and no one is attending training here! You say there will be extensive training for managers, what about the employees? Do you seriously believe that a supervisor of a supervisor is going to grade his/her employee on how well he/she follows the new system? Nice dream, but I think the focus groups who have designed this program need a reality check. As far as I am concerned if the current system is not adhered to, how can we expect the new system to work? Considering that current management cannot find the time to write pass or fail on a piece of paper, what makes you think they will find the time, or care enough for that matter to fulfill the requirements of this system? I find it appalling that we have to entrust our financial futures to individuals prone to inactivity vice allowing us to grow in our position at least through a step increase situation.
