This system will definitely corrupt the internal workings of the civillian career fields. What happens if I have a supervisor who is not professional and allows his/her personal feelings decide the fate of my income? I have four children, am a disabled veteran of the USAF, and need my income and sureity that with time served I will be rewarded for my work and my time I have put into civil service. What happens if there is some sort of budget shorting? Will no one get raises? Under the current system I will not be rewarded for work not done, but instead fired if such an undesireable employee. With the new system there is no guarantee employees will see a raise at all. The current system offers some assurances. The current active military promotion system only considers performance as a part of promotion. There is also time served taken into consideration, and of course testing. On the current civillian system to know if a person is doing a good job, they are promoted to a different grade with considerations and interviews. The new system only serves to open doors for corruption, extortion, favoritism, and unbalanced pay.
