I am for pay raises based upon performance however I am concerned that locality pay can be arbitrarily adjusted as described in the regulations and COLA'S as they exist will disappear. There does not seem to be any specifics here on how the cost of living will be determined. I am also conerned on how employee might be dictated on when he or she can use their annual leave and if an employee can't schedule their leave for emergent work purposes it falls on the emplyee responsibility to apply to get their leave restored. Potentially we can loose our work hour flexibility something that federal emplyees have enjoyed for about a decade now. These new rules can potentially make the workplace more restrictive I fail to see how the DOD will be able to attract new employees in to the workforce as they advertise that they will be able to do under the NSPS. I feel that there needs to be safeguards inplace so that management does not have free wheeling hand on how to deal with their employees. If there is a good management system inplace at a particular command this will work out if there is not then I think the emplyee moral will disintergrate and everyoune involve will loose.
