I do not believe the NSPS is the right thing to do. I am concerned that salary increases, bonuses and promotions will not be justly distributed and the origin of future fundes will be nebulous. I am also concerned about my the inability to negotiate performance appraisals in the event of disagreements between employee and superviors. Government employees have fought hard to obtain the right to challenge appraisals and this right should not be denied. And how will this new system measured. I have been advised that aspect of an employee's performance." It is not clear how these terms NSPS requires that ratings will be in loose/undefined terms and this cannot be good for any business. Further, how will Reductions in Force be handled? I have 26 years of service and am concerned that though I believe I am a productive worker, this new system my usurpe my senority for some less tangible criteria. Respectfully request that the NSPS be rejected and other avenues of personnel reform be investigated.
