Just seems that the President and Congress still don't care about the quality of work to be done. It will be the same old thing but worse. Politics will now ALWAYS enter into pay raises. I can see it now, Congress will not authorize any funds for the pay for performane pot and Federal employess will get nothing. We will lag behind our private industry counterparts even more.
