I am a fairly new employee of DCAA. I have been with them for about 6 months. The NSPS system talks about how it will now be able to better compete with local markets. The proposed regualtions also talk about how the payroll budget will not be decreased from now till 2008. I hope to be with DCAA for much longer than 2008. My concern is that, in an effort to emulate the traditional commercial business structure, the Department of Defense won't be able to compete with the local markets and there will be a large turnover. One of the reasons I wanted to work for the government is because of the security factor of my job. If my job is not any more secure than it would be in the commercial sector and my pay is not any higher than it would be in the commercial sector, then what advantage is there to work for the government? To retain employees and maintain a stable workforce, which I assume is the goal of NSPS and the government, you must provide some extra benefit which cannot be gained elsewhere. For the commercial sector, companies can offer things like stock options. What is the premium benefit of NSPS?
