My comments are being submitted to address the entire proposal. I am a 43 year old, African American female. I am totally against this proposal. I have been a civilian employee at TACOM in Warren, MI for over 22 years. I have worked very hard to get where I am, I have had to fight many battles to get where I am today. It took me 22.5 years to get from a GS-1 to a GS-12. Yet I have recently seen many inexperienced "young" white females, move from GS-5 to 12's and 13's with only 4-5 years total goverment experience. Now I ask you, where is the fairness or equal opportunity? Today there are entirely too many family members and friends working here that are given special treatment, this causes uneasy and distraught feelings within the workplace. By approving this proposal it will only give newer employees just as many or more rights than what they've actually earned through time and experience. Many of these new employees are children of higher management guarenteeing their children first option or a better opportunity at promotions. I do not have a lot of confidence at putting this much control in management's hand. There is a lot a nepotism and favortism displayed at this command. In most cases, if you are not apart of the clique, you are looked over or passed over when promotions become available. This has always been a problem. But now it is even more blaten and obvious than ever before. I just do not feel comfortable putting this much control in management's hand or over my career. As an employee for over 22 years, a minority and a female, I feel this proposal will benefit only the younger unexperienced workforce and is not beneficial to employees such as myself. This proposal as it is totally unfair and unacceptable, please do not approve or pass it.
