Comments:
The proposed regulations explain that supervisors provide ratings which are used to assign pay. The proposed regulations also explain that there will be a process to challenge performance ratings. Further, the regulations imply that ratings do not necessarily determine pay. If we can challenge performance ratings that may not affect our pay. Then the ability to challenge our ratings may not benefit the employee regarding pay.
