I think the system is no different than the good ole boy system already in place at most bases.. Where merit means nothing I think the ferderal workers are being mislead by the Don Rumsfield.. and the NSPS.. allowing workers to judged by the 1st lines.This System will take away alot of the right of the worker.. I'm aganist this I will also contact my congressman to voice my concerns this systems lacks integrity
