Comments:
General comment: When I read about this proposal in our local newspaper, my initial, and current thought is: "It's about time", and "well overdue". My reference is having served as supervisor of civilian, both US and foreign national in the US and overseas. Current thought then,was "you can't fire a civilian", and that, I thought was not as it should be, if the situation warranted.
