As a federal employee who has worked for another agency that had a pay for performance pay plan. I can assure you that it did not work. While on paper it looked like a good idea..in practice it became a popularity contest an those that were rewarded were those that kissed up to the boss. For the first few years with that agence the boss was fair in rewarding the performers. However his replacement was not fair minded and rewarded his fair haired folks. I fear that the same thing will happen in this proposed system. If you think about it, human nature will push the system from a fair unbiased system to one in which those in charge will reward those individuals they personally like. What is ironic about it those folks will justify their decisions in their own minds based on personal feelings rather than actual facts. I have kept in contact with several of my former co-workers and have been told repeatdly how low morale is because of this favoritism. Needless to say my old agency does have a turnover problem because of it. When I started working for them, 11 people started at the same time. None of us work for that agency now. The reason everyone left was the favoritism given to the good old boys versus the rewarding of employees truly deserving the pay for performance.
