These proposed regulations are merely the bones of the plan. There is no meat -- no specifics. There really is little or no more substantive information in these proposed regulations than there has been on this website or in the "townhall" we had last summer. As for the performance-based pay/awards piece, you'd better dictate extactly what performance objectives will be required of supervisors and managers and what they must do to fully meet those objectives or this hasn't got a chance in "you know where" of being successful.
