I think many parts of this system will be used to descriminate. Pay for performance for example. If you are managed by a person that doesn't like you for what ever reason (race, religion, character, etc), but you are a great job performer, they may decide not to give you a pay raise just because they don't like you. I think the government is opening the door for many lawsuits filed against management personnel and a lot of grievences. I hope their are some good appeal procedures in place in case where a person gets a bad appraisal for no reason.
