Comments:
I have read the complete proposed regulations for NSPS, and am very pleased that it is taking place. It will motivate personnel who perform at the minimum level to either step up, and take charge, or possibly be released from their government position. It will also motivate the hard chargers to perform even better than they have been. It is nothing less than a postive move.
