Merit pay raises. What kind of checks and balances will there be if you have conflicting personalities between a supervisor and worker? Seems to me a person could be an outstanding worker with one supervisor and down the road a new supervisor wouldn't see the worker in the same light. I am speaking from personal expierience. Also isn't the sustained superior performance award used for outstanding workers and fast burners? I personally would prefer an annual pay raise from congress than leave it up to one or two people.
