Section 9901.341-342: It is troubling that our supervisors are the sole people to determine our rating and how many "shares" we get. Putting the power with only one person usually leads to problems and abuse of power. Also, our supervisors many times do not know what types of workers we are because they do not see our day-to-day work. How will they know how we compare to others and which of us deserve higher pay? Section 9901.409: NSPS is already giving the supervisor's the power to decide which workers deserve the highest raises, but is also makes it impossible to challenge a supervisor's decision on this. There should always be a way to keep management from misusing authority. Section 9901.712: This section allows one person to decide what offenses should be grounds for immediate termination. There is no way to challenge or review these offenses. Once again, NSPS is putting the sole authority with one person and not allowing for error or misjudgment. Overall, NSPS is praised by those who created it as being protection for the rights of DoD employees. As I see it, this system is quite the opposite. It takes away virtually all of our rights to refute the decisions that management makes. This is a scary thing to those of us who are government employees because we have seen the decisions that management has made. These decisions are not always rational or ethical. The decision to impose this system on DoD seems like one of those hastily made decisions that I have come to expect from management.
