It greatly disturbs me that you are going back to the system that was so driven by personal prejudice and unfair acts of supervisors that it created the present system. Supervisors are human and not impartial observers who always make the best decision for the Department of Defense. The supervisors presently have certain restrictions on them that make for a fair environment for the workers below them. It also allows disciplinary actions if the supervisor is not too lazy or too passive to take the necessary actions. I have been under good and bad supervisors and have been a supervisor myself. I also believe the labor unions have become too powerful and support workers both good and bad employees. Some changes need to be made but the system that is presently proposed should be reworked rather than implemented in the present form.
