I cannot believe that Congress and President Bush are naive enough to really believe pay as well as pay-for-performance would work. It would end up in such a corrupt condition that it is not even feasible. Management and supervisor are already getting away with "FAR TOO MUCH" in the way they reward and sponsor for promotion their favorites. Performance could be rewarded in the current system if honesty were the case. Personalities and natural differences in them equate to favoritism, regardless of performance or education. I have already seen education AND performance take a back seat to employee/supervisor influence and favoritism. Can they really think they have a bunch of Angels out there running things! I have a masters degree, but have lost out many times on job opportunities to people with less skill or education because of favortism. Please, wake up!
