Basic Pay Section: People who reside in the lower steps, have received a step increase recently or within the last year. People in steps 4, 5 and 6 have had a step increase within the last two years, if not sooner. For some people, who are in steps 7, 8, and 9, will not have had a step increase in 2 years plus when this new system comes on line. It will be 2 years and 7 months since my last step increase (8) when the new system comes on line in July (Tinker AFB). How will the new system equally provide for individuals in the upper steps who have not had a step increase in 2 plus years, and are due one soon after the new system is enacted? This clearly looks as though people with any seniority will take a hit during the initial phase in of this system. I firmly believe in performance pay, but I have performed for the past 2 and one half years without a step increase, while the people in the lower steps will have received one only because they are in the lower steps of a pay grade. Before you convert to a new system, I would think that you must ensure everyone has been compensated equally in the old system first.
