How can Congress implement the NSPS, when all facets have not been worked out. As a federal employee, employee bargaining rights haven't been totally worked out and I thought Congress is suppose to be working with the Federal Unions to take care of these issues. Its not fair to all federal employees to implement NSPS, when all the bugs haven't been worked out. Didn't Congress have lessons learned on all the problems there running into with DHS by having NSPS implemented. Why don't the Congressional representatives takes cuts in their pay and cuts in their own retirement system that is guaranteed and controlled by them at the taxpayer expense. They don't have to worry about pay-for-performance or Social Security.
