General Overview of the NSPS Proposed System. Having served near 27 years in the military, and now a civilian employee, I must say that the knee-jerk concern by the many, many folks that submitted comments, will do little to change the plan. I think if they contemplate the system we have now, and be brutally honest with themselves, there will be little actual change. Most of the complaints I read were rubber-stamped copies of each other, many verbatim. We have always had bad bosses and employees. We have always had fair and good bosses, and employees that were very good to very bad. There will always be favoritism and an old boy network reborn every generation. I feel certain, after the growing pains are over, and the folks that truely fear being singled out due to truely poor performance (in the old or new system) the manipulating supervisors will be identified. My bottom line is this, don't throw rocks at DoD or the Secretary of Defense, he doesn't know you. Don't go overboard about how the civilian staff nationwide are defending the country (when you're on a steady diet of MRE's , no sleep, no time off and bullets chasing you, than put yourself in that crowd) until then, be prepared to operate within the system, because it is coming.
