Pay Bands. I currently work under the General Schedule System with step increases. This is a good system and it has a measure of protection from favoritism by management which occurs quite frequently within the workplace. I am fortunate not to have that problem but I know many other federal employees encounter this type of conduct by management. I have also worked in two other organizations that are on the demo system (pay banding) and it is not working. The GS System has ways for management to reward good performers. For instance, the NSPS law states that under pay bands that annual performance increases will be based on performance rather than longevity; however, the instructions in place state that raises are based on performance and that is what good managers should be applying to each and every employee, so this is no different than what is already in place. Additionally, NSPS mentions unacceptable performers not receiving raises, under the GS System the employee's receive within grade increases; however, if an employee's work performance is unacceptable, the manager has the right to deny the within grade increase, so this too is nothing any different than what NSPS is offering. The only thing that is different with NSPS, is allowing even more continued favoritism with the federal government and it is truly a disgrace. The Union has been completed erased from this and was not consulted; basically, the Administration made all changes based on what the Administration wanted to do. The federal workers have for many years been the ones to continually suffer from the pay cuts, RIFs, health insurance increases, cost of living increases, etc. while we are the very ones who support the military. The White House and Congress should be ashamed of how they have treated the Dept of Defense workers that have continually provided patriotic service and loyalty to the government and supported the military. Foreign nations are treated better than our own people (federal workers and Americans). Instead of implementing this system, they should be working on a way to preserve fairness and just treatment; serve the American people and respect the rights of Dept of Defense workers who have worked and served their country well. The cut in the cost of living raise this year and this new system is truly a disgrace and a slap in the face to the Dept of Defense workers. I am truly ashamed of what is trying to be implemented and I am a federal worker with 26 years of service.
