Comments:
Overall, I agree with the NSPS proposal. It could provide positive work incentive for those who care about their jobs while stopping the practice of rewarding those who just don't want to work. I am concerned though that bad supervisors will be able to reward their "favorites" and hurt the employees they dislike personally.
