THE DESTRUCTION OF THE PREVIOUS MERIT PROMOTION SYSTEM WITH REPLACEMENT BY A SYSTEM BASED ON FAVORITISM IN BOTH HIRING AND PROMOTION PRACTICES WILL ONLY UNDERMINE THE MORAL OF THE WORKFORCE. THE BEST QUALIFIED PHRASE WILL NO LONGER EXIST. THE DEFENSE AND ACCOUNTING SERVICE OUTLETS, WHICH REMAIN, WILL BE DICTATED TO BY INDY AND THE PEOPLE WHO BEST KNOW NEEDS AND REQUIREMENTS WILL BE LEFT OUT OF THE PICTURE. LOCAL SENIOR MANAGEMENT STAFF APPEAR TO BE DELEGATED TO POSITIONS OF "LINKS" JUST AS THE ELIMINATION OF PERSONS IN GRADES GS-7, 8, OR 9 HAVE BEEN DOWNGRADED TO BE "FLUNKIES".
