The proposed personnel changes that were released in the Federal Register dtd February 14, 2005 is a slap in the face of all DOD civilian workers. We are constantly reminded that we are a part of the team and as such we should strive to become team players. With these new changes, we would always be trying to out do our co-workers in order just to try to keep on the top of our career field and if lucky we might receive some type of an award. That is if we are fortune enough to have the blessings of our supervisor/manager. They are required to document actions whether they be good or bad and use that criteria for awards and the pay bands. Under the current system they are required to do much of the same. But if the system changes and you do outstanding work, but do not get along with your supervisor/manager then you are likely to be on the low end of all decision. Just who is going to watch the supervisor/managers to ensure that they are not buddies with some of the workers who's work is marginal, while snubbing their nose to those workers who do outstanding work? You are taking out the checks and balances out of the system. I understand that there are some areas that need to be addressed, but to change the entire system is absurd. I challenge you to throw out the proposed changes and submit a new one that will insure that we are all team players and not individuals doing our own thing.
