I'm commenting of the overall concept of NSPS. I do not think this is a good system as i think it will promote more favoritism in the way employees are paid. I don't think there is anything wrong with the current system and the current system rewards employees for doing an excellent job by using step increases as these can be withheld when an employee does not perform well. As far as making it easier to fill positions i think more effort should be put into personnel management to streamline the process of hiring and firing employees when such actions are required. I think that DOD is just jumping on the bandwagon because it is easier than fighting for employees.
