I've been a government employee for 32 years and I do not understand why you are changing a system thats been working for a long time. The government has a system in place to award outstanding employees. I've been a recipient of these awards over the years and received the awards in the years that I deserved them. I FEEL THE GOVERNMENT IS TRYING TO INSTALL A SYSTEN THAT WILL ONLY BE BENEFICIAL TO THE EMPLOYEES CLOSEST TO THE SUPERVISOR. THIS REMINDS ME WHEN THE GOVERNMENT TRIED TO GET ALL CSRS EMPLOYEES TO SWITCH OVER TO FERS BECAUSE IT WAS SUPPOSE TO BE A MUCH BETTER SYSTEM. HA, HA, HA.
