I worked with pay banding on the NAF side of the house here at Sheppard. It sounds like a good idea and is if you have good management who care about the people and the organization has money. I've seen people go for years without raises simply because the manager didn't take the time or interest to submit them. Also personalities can come into play, if employee and rater don't get along the raise will not come. Also I've seen raises not be given, or decreased due to LACK of funds, or at least that was the excuse given. I agree we need changes, but don't think this is the way to do it...
