Comments:
The new personnel system does not provide substantial change to the current personnel system. If one was to look back and review the system over the years, it basically already does most of the features it is suggesting. This new system provides too much total authority in the postiton of Management which will cause many conflicts and turmoil. The current appraisal system is too subjective currently, but it did not allow for Management to interfere with the natural process of ones step increases or cost of living raises due to their subjective judgment of a person. I believe if this is a system that will be implemented, then it should apply to those individuals with less than a certain amount of time in service. It should not affect those who have longevity in with the government. It should be implemented on the same principle that the CRS and FERS change was implemented.
