The proposed changes to Labor Management Relations (Subpart l, section 9901.917 - Duty to Bargain and Consult, and other sections) will allow the DoD and it's hand-picked National Security Labor Relations Board to decide when to bargain with the unions, and when not to, over changes in working conditions. This changes the current law that requires bargaining over any changes in working conditions, conditions of employment, and past practices. Of major concern to me is that these new changes would allow Reductions In Force (RIF) to be conducted with very limited seniority rights (a 2nd year employee with an outstanding rating could bump a 20 year employee with an excellent rating). This is completely unacceptable.
