As a government employee for 22+ years I find myself more than a little frustrated. I take a great deal of pride in the work I do. The new personnel system seems to have more con’s than pro’s for employees. A level playing field is always the preferred way to work with others. Those who are high performers are given awards with their appraisals. Changing the program will only cause anyone not getting raises to resent those who do. We work under stressful times these days. We are asked to do more with less. We are always in fear of a BRAC or A-76 study. Our budgets are cut to the bone, and they want the bone now also. I’m not sure I see how this will truly benefit workers. In a perfect world ALL supervisors would be proactive with their staff. They would have enough time to adequately spend individual time with each employee ensuring they have the training, supplies, and information required to do their job. Too often, first line supervisors have so many suspense’s to meet, meetings to attend, and data to be gathered that they do not have the time to adequately supervise people. They rely on their workers to do their job. And many not only do this job, but go far beyond what is asked of them. There is already a system in place for supervisors to get rid of “dead wood” so there is no need for a new system.
